The user base isn’t growing; it’s just being diluted. This isn’t scaling. This is slicing already-scarce liquidity into fragments that institutional capital will find too shallow to touch.

The L2 narrative began as a necessity. Ethereum’s mainnet congestion during DeFi Summer 2020 proved that monolithic execution was unsustainable. Optimistic rollups emerged, then ZK-rollups, each promising faster, cheaper transactions while inheriting Ethereum’s security. Today, we have Arbitrum, Optimism, Base, Blast, zkSync, StarkNet, Linea, Scroll, Polygon zkEVM, Metis, and at least 30 others that matter little. Each raised tens of millions in venture funding, each launched a token to bootstrap liquidity, and each now competes for the same user — the crypto-native degens who already hold ETH, USDC, or one of the five blue-chip LSTs.
From my 2017 ICO analysis days, I learned that when identical utility tokens multiply without corresponding demand, their value dilutes. The same principle applies to L2 tokens and the liquidity they claim to attract. As I wrote in my 2024 "Institutional On-Ramp" report, traditional finance firms require confidence in depth — they need to execute a $50 million swap without moving the market by 3%. No L2 today offers that. They never will if every new chain keeps pulling from the same pool.
Core: The Mathematics of Fragmentation

Just because you can process 2,000 transactions per second does not mean there are 2,000 users willing to pay for them. The proof lies in the fee markets. My contrarian view: the next wave of innovation will not be a new L2, but a "Liquidity Convergence Layer" that abstracts away the underlying chain, routing orders to the deepest pool regardless of execution environment. The teams that build the plumbing between chains will capture more value than any individual rollup. Surviving the winter to harvest the spring means being the entity that owns the user relationship, not the sequencer.
Takeaway: The Only Metric That Matters
In three years, I predict that at least 30 of today’s 40 L2s will either merge, be acquired, or fade into irrelevance. The survivors will be those that focus not on total value locked or transaction count, but on unique active wallets that remain sticky across cycles. Ask yourself: how many of these chains will have a user base that survives a 70% drawdown? If the answer is "only the top two," then the rest are chasing the ghost of 2017’s fever dream — building infrastructure for a demand that never materializes.
The question every L2 team should answer: Are you building for the current 1.2 million degens, or are you building for the next 100 million non-crypto-native users? If the latter, you will need to stop competing and start cooperating. Fragmentation is the enemy of adoption.
