That alone does not invalidate the news. It defines the confidence ceiling: without citations, no numeric claim rises above medium confidence, and every inference built on it is second-order. Layer two is RLUSD. Ripple's USD stablecoin, approved by the New York Department of Financial Services, has operated on Ethereum and the XRP Ledger since December 2024. Reserves are attested monthly. It is centralized by design; Ripple controls issuance and redemption.
